Our Organization Structure
The South Pemba Region is structured to effectively serve our community with clear lines of accountability, specialized departments to address different needs, and a focus on collaborative governance. This organization structure was approved by the Revolutionary Government of Zanzibar in September 2024.

Key Divisions & Units
Uratibu Mkoa
Responsible for coordinating various activities implemented at the Region level, including project follow-up and government directives.
Mipango na Takwimu
Handles region planning, budget preparation, project monitoring, evaluation, research, and statistical data management.
Utunzaji wa Kumbukumbu
Manages record keeping, documentation, archiving, and preservation of important office records and documents.
Rasilimali Watu na Utawala
Oversees human resources management, administration, staff development, and maintaining office resources.
Kitengo cha Uhasibu na Fedha
Manages region finances, payments, revenue collection, financial reporting, and accounting records.
Kitengo cha Ununuzi na Uondoaji wa Mali za Umma
Handles procurement planning, tender management, asset registry, and public asset disposal according to public procurement laws.
Kitengo cha Ukaguzi wa Ndani
Conducts internal audits of finances, resources, and operations to ensure compliance with laws and regulations.
Kitengo cha Sheria
Provides legal advice, assists with legal interpretation of laws and contracts, and prepares legal documents for the region.
Kitengo cha TEHAMA na Uhusiano
Manages information systems, communications, technology services, media relations, and public education initiatives.
Region Structure
The South Pemba Region consists of both elected and appointed officials who work together to ensure effective governance and service delivery:
Elected Officials
- Region Council Chairperson - elected from among the councilors
- Ward Councilors - elected representatives from each ward
- Special Seats Councilors - appointed to ensure gender representation
Appointed Officials
- Region Commissioner - appointed by the President of Zanzibar
- Region Administrative Secretary - appointed by the President of Zanzibar
- Heads of Divisions - appointed based on professional qualifications
- Technical Staff - recruited based on their expertise and experience
